Since 1987, the Mutual Carlos Mugica develop intervention strategies directly around the formation and strengthening of grassroots organizations villas and shantytowns of the city of Cordoba, fostering community development from a socio-educational perspective and providing the consolidation of the identity of social actors.
As a central strategy in their actions, in 1989 it created the "Radio Community The Ranchada" as an unprecedented cultural event, as it was the first time an FM station broadcast the popular music of Córdoba (Quartet), which is one that more precisely represented and identified sectors of villages and shantytowns of Cordoba. Such identification with the environment and the massive appropriation which came served for these same sectors will use almost spontaneously radio to hear his voice, until then totally absent from the discourse of the mass media time.
Since its inception, the radio ranchada encouraged the spread of shares of the popular sectors of the city of Cordoba to problems in different areas of intervention such as social housing, health, food, childhood and adolescence, work and development productive experiences, education, trade union activity and the reality of vulnerable groups, resulting in the strengthening of numerous organizational processes of the inhabitants of the Villas and shantytowns of Cordoba. Since this action has also been promoted, strengthened and accompanied processes of sectoral coordination, which led to the consolidation of multi-actor spaces around policies, programs and concerted social projects between organizations and public and private institutions and civil society, as the Union Grassroots Organizations for Social Rights and the Roundtable of Social Policy between 1992 and 1999.
